The I-35 boomtown corridor

Not before someone has read the release. Early offers land while the medical picture is still incomplete, and the release you sign to collect that money closes the claim for good, including the surgery nobody has recommended yet. Having an offer reviewed costs you nothing and occasionally reveals that the number was fair, which is also worth knowing.
Do I have to give the other driver’s insurer a recorded statement?
No. That adjuster is paid by the company that would pay your claim, and the interview is built to fix your account of the injuries and the fault while you are still guessing at both. Your own carrier is different: your policy requires you to report the crash promptly.
